Hell is a desolate wasteland ruled by the most powerful demons constantly fighting each other for more power. Heaven is an enforced utopia under the rule of a megalomaniacal dictator, where corrupt politics and machinations reign supreme and anyone delegated as less than "perfect" are flung to the slums and left largely forgotten. And on Earth, an angel has been cursed to live in a forever-doomed reincarnation cycle, all for the crime of rebellion. The year is 1999.....

A Shitty Childhood
Born the bastard child of a married woman having an extramarital affair, Yue Katou only knew that the man who raised him hated him with an unreasoning passion. All he wanted was for his father to love him, but the man constantly beat him for the smallest slights. Katou was a surly child, often lashing out at people who didn't deserve it— such as his older sister, Sae, who knew the truth of Katou's circumstances and tried her best in little ways to make her brother's life better. But the terrible kept piling up, until he found out the truth one day— that his father could never love him, the child of his wife and another man...!
Descent into Drug Abuse
Katou grew wild after that, bleaching his hair and acting out constantly. It didn't matter what he did, in his own eyes, because he was an unwanted child. He was introduced into drugs, a pit he quickly fell deeper and deeper into. He had friends who kept him from killing himself with his habits sooner— namely one Sakuya Kira— but he was a poorly kept-together mess, and in the end, it was taking drugs from the wrong person (a crazy angel named Rociel) that ended up with him dying altogether.
A New Lease On (After)Life
But death isn't the end of Katou's part in this story. When Setsuna (the latest in a series of reincarnations of a rebellious angel named Alexiel) descends into the afterlife to try and retrieve his sister/girlfriend, he ends up running into Katou— supposedly as a guide through the land of the dead, but Katou is charged with killing Setsuna. Katou ends up befriending the guy instead, and sacrifices the last of his own essence to keep Setsuna alive. In turn, Setsuna finds the last remaining spark of Katou and feeds him one of his feathers, bringing Katou back from the brink and giving him a set of his own astral powers (an echo of Setsuna's). Katou is given the option to rejoin the reincarnation cycle at that point, but his response is basically "fuck that" and he joins Setsuna instead.
Made of Plants
Because Katou's original body is dead, he's given a sort of robot body made of plants to move around in and interact with the world. Although this body will naturally end one day, it gives him some extra time— Time to help Setsuna fight against Heaven, time to meet up with his old buddy Kira again, and time to find his own sense of purpose. He's able to fight for quite a while, sometimes at Setsuna's side, and sometimes on missions from Uriel, angel of Earth and the guardian of the gates of the afterlife. He's able to fight— until an injury from a newly-restored Lucifer cuts through him, leaving him unable to heal as a rot spreads through him....
A Final Stand
The rot that's been spreading has started to affect his brain, his memories— He's clinging like a thread to his sense of self, managing to hide his condition only because everyone else is too distracted. He trades his injured arm for a new one, a cyborg arm, in order to fight better. When Uriel finally catches on, he threatens to sideline Katou— but Katou refuses, saying if he gives up now, he might as well be truly dead. Instead, he makes a stand at the gates to the highest layer of Heaven, giving Setsuna and his friends a chance to make it through even as he's killed once and for all by Lucifer.
» FIT: Though Katou spent most of his life as a normal teen— okay, a washout student and a drug adict, but still basically human— he quickly managed to adapt when he was thrust into the weird world of heaven, hell, and the afterlife. Katou excels in bouncing back in new situations, and doesn't get phased easily. He may not have many skills of use in a space station, but there's something to be said about a guy that won't spend more than a couple of minutes on bothering to be surprised about it.
» POWERS:
Astral Powers: Theoretically, Katou's got them! Reality says more that the only thing he knows how to do with 'em is summon three feathery white wings, a byproduct of gaining some of Setsuna's power when he was brought back by him. There is only a vanishingly small chance he will ever learn how to do more than pop two or three wings in and out of existence.
Appearance Shifting: Because his original body was destroyed, he gained a new one made of plant material— and that body means his appearance isn't set in stone. He has to concentrate constantly on how he used to look as a human in order to maintain that appearance— and it also means that he can make himself look like other people, so long as he knows what they look like. The better he knows their appearance, the better he can emulate it. On the flip side, if he has any reason to forget what he looks like himself, he might not even have a face.......
» NOTES:
While angels who lose their wings become ghouls, since Katou was never an angel to begin with, he won't have the same issue. He's still rather not lose them though, that's painful as hell.
